A High Mortal scientist of level 20 or higher can use the medkit while in combat. Out of combat, the HM scientists use fewer doses when performing surgeries and also get less drugged.

There is no separate skill for this ability. Instead, success is based on the individual surgery skills: first aid, minor, major, and cureall.
