Assassins can learn to use throwing weapons so expertly, that they can use them a lot more accurately than assassins of lower level.

This skill is used automatically whenever a throwing weapon is hurled. When successful, the opponent suffers more damage than usual. Assassin accuracy does not apply to blasters.
